Who is the Mystery Man in Bogota

A mystery man, one "Diego Serna", keeps showing up in footage next
to Colombian president Andres Pastrana and other heads of state. Nobody is
able to explain exactly who he is or why he is there. Described as a "thin,
nerdy man with glasses and a dark, rumpled suit", all the usual suspects
deny any knowledge.

Japan outlawed teenage prostitution a mere two years ago. But vestiges
of this long and honored tradition linger to this day -- many Japanese men
eagerly try to sleep with very young girls. "If they can't get girls
under 18 years old, they find 19- or 20-year-olds and dress them up and
make them look like schoolgirls."
